Steven is a Senior Associate in the Dallas office of BAL. He represents Fortune 500 companies throughout Silicon Valley and advises them on various employment matters before the U.S. Department of Labor, U.S. Department of Homeland Security, U.S. Department of Justice, and the U.S. Department of State. He focuses his practice on the development and implementation of large-scale PERM programs, including post-certification petitions and post-decision appeals argued before the Department of Labor and the Board of Alien Labor Certification Appeals.

Steven is admitted to practice in the State of Texas, the United States District Court for the Eastern District of Texas, the United States Court of Appeals for the Federal Circuit, and the Supreme Court of the United States. He enjoys traveling, golf, and spending time with his family.
