What is the change? The implementation of a law overhauling the French immigration system is likely to be postponed.
What does the change mean? Once implemented, the law will introduce a Talent Passport residence permit category and waive work permit requirements for highly skilled workers. It will also revamp a number of intracompany transfer (ICT) routes for greater mobility within the EU. Work permits will be waived for employment of up to three months in designated industries. The law was initially scheduled to take effect Nov. 1; however, no implementation guidance has yet been issued.
Background: The law was published in the Official Gazette in March and, once implemented, will have significant consequences on the French immigration system, particularly for highly skilled immigrants. The law will likely simplify procedures by eliminating work permits for highly skilled workers in the Talent Passport category and for foreign workers on short-term assignments in designated industries. The full impact of the changes will be clearer when implementing guidance is released.
