Assessing Travel and Visa Obligations
Whether you can travel lawfully as a business visitor or require work authorization depends on the types of activities you will be conducting during your time in Paraguay. In case you are unsure if your activities constitute business or work, please seek advice from your immigration counsel.

What sorts of activities can I pursue as a business visitor?
Business visitors traveling to Paraguay may engage in the activities below. This list is not comprehensive and other activities may qualify as business.
- Attend business meetings
- Attend conferences or conventions
- Tour a company facility
- Develop business contacts
Foreign nationals are eligible to conduct all types of business, professional and technical activities for up to 90 days under a Tourist Visa, provided these activities are unremunerated in Paraguay.
If I qualify as a business visitor, do I need a visa for Paraguay?
Most European Union and MERCOSUR nationals do not require a visa to enter Paraguay and conduct business activities.
If your nationality is not found on the list of visa-waivered nationals, you must obtain a Tourist Visa prior to travel from a Paraguayan Embassy or Consulate.

What sorts of activities require work authorization?
In Paraguay, the requirement for work authorization is generally determined by the duration of the work assignment and location of remuneration; however, if engaged in professional activities, an assessment is recommended prior to travel.
If I am traveling to Paraguay for work, what type of authorization do I need?
The type of authorization required depends on your qualifications, whether your employer has an entity in Paraguay, and the nature and duration of your work. The most common Paraguayan permits are:
- Temporary Residence Permit (short-term work authorization)
- Permanent Residence Permit (long-term work authorization)
Are there any nationals who are exempt from residence permit requirements?
All foreign nationals require a work authorization in Paraguay. Nationals from MERCOSUR member states have abbreviated residence permit requirements.
