Assessing Travel and Visa Obligations

Whether you can travel lawfully as a business visitor or require work authorization depends on the types of activities you will be conducting during your time in Libya. In case you are unsure if your activities constitute business or work, please seek advice from your immigration counsel.

What sorts of activities can I pursue as a business visitor?

Business visitors traveling to Libya may engage in the activities below. This list is not comprehensive and other activities may qualify as business.

  • Attend business meetings
  • Attend conferences or trade shows
  • Tour a company facility
  • Conduct market research
  • Develop business contacts

If I qualify as a business visitor, do I need a visa for Libya?

EU, Canadian, US and most other nationals require a Business Visa, also known as a Mission Visa, to enter Libya to perform business activities and must obtain it from a Libyan Consulate or Embassy, prior to travel.

Nationals of Tunisia, Morocco, Algeria, Turkey, and Jordan do not require a visa and are eligible for a visa waiver to conduct business activities for up to 90 days.

Israeli nationals are banned from entering Libya. Additionally, foreign nationals who have entered Israel and possess and Israeli entry stamp may be denied entry to Libya.

The activities below, whether paid or unpaid, generally constitute work under Libyan law. This list is not comprehensive and many other professional activities are considered work in Libya.

  • Hands-on technical work
  • Technical training
  • Repairs and maintenance
  • Project planning or implementation
  • Marketing

If I am traveling to Libya for work, what type of work authorization do I need?

Whether you require a work authorization depends on your qualifications, whether your employer has an entity in Libya, and the nature of your work. The most common Libyan work permit is the Work Permit & Temporary Work Visa (direct-hire work authorization).

Are there any nationals who are exempt from work authorization requirements?

There are no nationals who are exempt from the work authorization requirements in Libya.
